Form 2290 is an annual IRS return filed to figure out and pay the Heavy Vehicle Use Tax (HVUT). This return is filed for highway vehicles with a taxable gross weight of 55,000 pounds or more. You are required to file Form 2290 if you operate your vehicle on public highways, and the taxable gross weight of your vehicle is over 55,000 pounds. However, heavy vehicles operated for less than 5000 miles (7500 for agricultural vehicles) on the public highways are exempted from paying HVUT.
 
Form 2290 Schedule 1 is proof of the Heavy Vehicle Use Tax (HVUT) payment issued by the IRS upon accepting Form 2290. The IRS stamped Schedule 1 is used by the Department of Motor Vehicles (DMV) officials for tags and vehicle registration.
